Dear Mr. Martin:

'1he purpose of this letter is to docunent discussions held on April 25, 1991 with Mr. John Pellet, Chief, Operator Licensing Section, U. S. Nuclear Regulatory Conmission (NRC) Region IV, concerning the January 23, 1991 reexaminstion for an inilvidual licensed at Vblf Cmek Generating Station.

As discussed with Mr. Pellet, iblf Cmek Nucla r Operating Corporation (HCIOC) has determined that at the tim of the reexamination this iniividual was undergoing a period of significant personal stress that effected his ability to demonstrate his knowledge and skill level during the examination process.

'Ihis individual is receiving counseling and intervention to address that stress.

Basad upon this determination, WCNOC does not consider the January 23, 1991 reexamination to hava been a valid measure of this individual's performance capabilities.

'Iherefore, the reexamination should not te utilized in the consideration of any future licensing action (i.e., reexaminations) for this individual.
