Dear Mr. Congel:
Enclosed is a copy of the final exercise report for the October 30, 1990, partial participation exercise of the offsite radiological emergency response plans, site-specific to the Draidwood Nuclear Power Station.
Because of demands placed on the State of Illinois and Grundy and Will Counties due to the August 28, 1990, tornado, these jurisdictions woro exempted from participating in this exercise.
Enclosed is a copy of Region V's October 24, 1990, letter which exempted the State of Illinois and Will and Grundy Counties from participation in the Braidwood exercise.
The State of Illinois and the Commonwealth Edison Company, however, provided the necessary support for Kankakee County to fully participate and demonstrate the 14 colected objectives.
In addition, the State of Illinois demonstrated three objectives in Cook County, the host County.
The report, dated March 22, 1991, was prepared by the Federal Emergency Management Agency (FEMA) Region V staff and a copy will be forwarded to the State of Illinois.
There were no Deficiencies identified during the October 30, 1990, exercise.
The report, however, identifies four Areas Requiring Corrective Action (ARCA).
FEMA Region V will continue to work with the State of Illinois to correct the ARCA's.
I Dased on the results of the October 30, 1990, exercise and the fact that the exempted organizations successfully participated in at least one other radiological emergency preparedness exercise during 1990, offsite radiological emergency response plans and preparedness site-specific to the Braidwood Nuclear Power Station are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Braidwood Nuclear Power Station, granted April 15, 1988, continues to be in effect, pn01G
