Dear Mr. Russell:

Amendment No.10 to the Seabrook Station operating license authorized the transfer of managing agent responsibilities to North Atlantic Energy Service Corporation (North Atlantic) and imposed certain temporary reporting conditions. Nonh Atlantic hereby informs the NRC of two items related to those conditions.

Amendment No.10 requires the reporting of "any changes to the annual operations and maintenance and capital expenditure budgets". The 1995 O&M and capital expenditure forecasts for Seabrook Station were previously reported to the NRC in a letter dated May 13,1992 [ Reference (_b)] as

$144.6 million and $23.6 million, respectively. The budgets that have been developed for 1995, as approved by the Joint Owners on December 15,1994, are $120.5 million for O&M and $13.6 million for capital. The O & M budget reduction is mainly due to refueling outage 4 being rescheduled in 1996 with other reductions being related to operational efliciencies. The capital budget reduction reflects the rescheduling of two projects and changes in project scope.

Second, the Oversight Committee created by the Executive Committee of the Seabrook Statian Joint Owners has recently completed its independent assessment of the activities performed by North Atlantic in its operation of Seabrook Station. This assessment reviewed North Atlantic's activities through November 18,1994 and is documented in a repon recently received by North Atlantic.

Overall, the Oversight Committee reported that no nuclear safety concerns were identified. In its report, the Oversight Committee identified many strengths indicative of a well managed, maintained and operated facility. In addition, the report contained one recommendation to improve performance. North Atlantic and the joint Owner Executive Committee have reviewed the Oversight Committee's repon and believe that no repon is required under the li' ense conditions of Amendment No.10. Atlantic has reviewed the report and its conclusions with the NRC Resident Inspector. Further, the report is on file at Seabrook Station and is available for NRC review.
