SUBJECT:

Peach Bottom Atomic Power Station, Units 2 and 3 i Additional information Regarding Revision 2 to Relief Request No.16-VRR 1 of the Second Ten Year Interval of the Inservice Testing (IST) Program

Dear Sir:

By letter dated October 20,1994, PECO Energy Company submitted for your review and approval Revision 2 to Relief Request No.16-VRR-1 for the Peach Bottom Atomic Power Station, Units 2 and 3, Second Ten-Year interval inservice Testing (IST) Program. As a result of a corderence call on December 22,1994 between PECO Energy Company and J. Shea, of your staff, we are providing addRional discussion for this relief request.

Revision 2 to Relief Request No.16-VRR-1 also requests relief from the forward test requirement for check valves CHK-2(3) 16-257A, B, C, G, and K. These check valves are installed in the instrument nitrogen supply lines. These lines supply nitrogen to the instrument nitrogen accumulators and Automatic Depressurization System (ADS) valves. These valves are required to perform a safety function in the closed position in order to maintain the integrity of the nitrogen supply in the accumulators. Therefore, reverse testing, which tests the integrity of the valves in the reverse direction, is necessary. However, the valves are not required to open because they do not provide a safety-related supply of nitrogen to the accumulators. Therefore, a forward test of the valves is not necessary.

If you have any questions, please contact us.

Very truly yours,

.- 4, 4.
