Dear Mr. Rathbun:

Enclosed please find a copy of a letter dated February 19, 1990 and sent to me by Mr. Merle Robert Gawne, a constituent of the 21st District of Pennsylvania.

In his letter, Mr. Gawne contends that several individuals were allowed to work at a particular nuclear power installation without first havino signed so-called " authorization for investigation" papers and that this action appears to be a direct violation of NRC security procedures.

I would appreciate the NRC reviewing this matter and would ask that the Commission's response be forwarded to my office in Washington, 1

D.C.

1987, I was laid-off (fired, if you prefer) for refusing to sign the s?

Stone & Webster " Authorization for Investigation" papers, 3 copy of which I have also enclosed. My objection was that Stone & Webster, as General Contractors, are not restricted by The Privacy Act.

not have objected to an inveatigation by the FBI, CIA, IRS, Atomic Energy Comission or any other agency which is required to operate under this Act.

At tho tfrne of my lay-of f argd af ter, there vere I.D.E.W. electricians, some 4712 members and some nbt, doing the same work I had been, without having signed tho "Authoriza6 ton for Investigstion".

Somo were not presented with tho "AFI" or given a chance to sign it, and a number who had not signed were hired _arter my lay-off in April.

On June _29, 1988 f participated _in a 3 party conversation with Kate Volk of-the EEOC of fice in Pittsburgh and Hobert Herper, Director of security at, the Duquesne Light Atomic Power Planta BV41 and DV#2.-

- During this conversation it van revealed that 7 Z.B.E.W. tocal #712 members were allowed to work at BVW2 (from which I had been laid-off)-

withot,, having signed the "AFI" papesw. According to Mr. Ilarper, t

Rugueno Light accepted " Good Guy 14tters" from local #712 -in place of the.sterned "Ar!" papers.

.3, 1987c This appears to be a direct violation of the Security restrictions cited abovu, _ and 1_ fuel that Sargent Electric, Stone & Webatar, Duquesne Light and I.B.E.W. local Union #712 were equally at fault.
