Response to Generic Letter 90-03

Gentlemen:

In Generic Letter 90-03 (Reference 1), licensees were requested to review their vendor interface programs and to modify programs as necessary to assure that the elements described in Generic letter 90-03 are met.

In Reference 2, Public Service Company of Colorado (PSC) requested NRC concurrence with changes to commitments PSC had made associated with Generic Letter 83-28, including the vendor interface program.

Due to the projected termination of operations, PSC no longer considered these commitments necessary.

In Reference 3 the NRC ap mved these changes.

PSC believes that administrative controls are in place to collect, review for impact, distribute and use vendor information for safety-related components required for the defueling activities being conducted at Fort St. Vrain.

Documentation on the safety-related components supplied by the NSSS vendor has been provided to PSC.

Additionally, continuing dialogue occurs between PSC and the NSSS vendor, which promotes resolution of any inconsistencies in these documents.

The administrative controls for maintaining current documentation on the safety-related components required for defueling is consistent with Generic Letter 90-03. On an as needed basis, PSC contacts vendors and then incorporates appropriate information into vendor manuals as required.

PSC's approved Appendix B QA Program incorporates those aspects of vendor interface to assure quality and availability of technical information needed for the remainder of defueling.

Because Fort St. Vrain is permanently shutdown with no intention of ever restarting, PSC plans no further actions in yesgops,e to the Reference 1 Generic Letter, f
