Dear Mr. Martin:

NRC letter dated September 19, 1990 from Mr. Richard J. Conte to Mr. D.

M. Smith, Senior Vice President Nuclear, Philadelphia Electric Company (PECo), requested the submittal of Reference Material for the preparation and' review of the Peach Bottom Atomic Power Station (PBAPS) Senior Reactor Operator (Fuel Handler) Licensing examinations which are scheduled for the week of November 26, 1990. As directed, enclosed are the Reference Materials specified in NUREC 1021, " Operator Licensing Examiner Standards," ES 201.

Attachment A to this letter is the Master Reference Material Index.

The September 19,1990 letter also indicated tentative NRC approval of a f acility administered differences examination based on our July 5,1990 letter from Mr. E. A. Till (PEco) to Mr. T. T. Martin (NRC Region I).and the NRC's conclusion that there is no regulatory restriction or impediment to the issuance of multi site Senior Reactor Operator (Fuel llandler) licenses in response to our letter dated June 18, 1990 from Mr. G. A. Ilunger, Jr. (PEco) to the director of Nuclear Reactor Regulation. The NRC conclusion regarding multi site licenses was discussed by Mr. S, Pu11ani (NRC Region I) in a telephone conversation with Mr. R. Andrews (PEco) on September 17, 1990. The facility prepared differences examination will be sent to NRC Region I for review prior to administering at PBAPS.

Additionally, Attachment B, ' Limited Senior License Operator Course Analysis,'

identifies the methodology used to determine the differences between PBAPS and Limerick Generating Station (LCS) fuel handling associated equipment, support systems, procedures, and Technical Specifications.

This analysis in conjunction with our July 5,1990 letter constitutes our -

justification'in support of a request for waiver from an NRC administered examination and the examination requirements to limit the examinations to
