The proposed change supersedes the original request by Reference 1. This change modifies the CLA Instrumentation Surveillance Requirements (SR) to allow SR 4.0.3 exemption to one level and one pressure channel and deletes associated

.TS 3.5.1.1 action statements c and d. This change is being requested to provide an interim resolution to the issuance of a temporary change to the SQN TS as documented ih Reference 2, pending NRC resolution end approval of the generic issue of Surveillance Requirements for instrumentation on accumulators.

The proposed TS 90-13 Revision is identified in Enclosure 1. The provided pages in Enclosure 1 of this letter supersede the corresponding pages provided in Enclosure 1 of Reference 1. The justification for the proposed TS 90-13 Revision is provided in Enclosure 2. The proposed TS 90-13 Revision does not alter the conclusions drawn in the Environmental Impact Evaluation or the No Significant Hazards Consideration submitted with TS 90-13 (Reference 1).

Consequently, these evaluations are not resubmitted by this package.

This revision is needed in advance of the expiration of the TS 3.5.1.1 action c and d, which occurs at the restart of Unit 2 from the ongoing Cycle 4 refueling outage, scheduled to complete November 3, 1990. Accordingly, TVA requests expedited review and approval of this TS change.
