Citizens' Resistence et Fermi 2 requests that the Nuclear Regulator 13 Commission deng authorization for the restert of Fermi 2 until en independent Technical Roules regarding the structural integrity of the turbine system has been established and concurs with the Detroit Edison Compong (DECO) decision to restert.
The failure by the Detroit Edison Compong to reveal / ocknowledge e root cause for the " accident
- Christmas dag 1993 indicates that DECO: does not know the root cause; or that the acknowledgement of the true root cause would warrent full replacement of the turbine system which would be cost prohibillue. A multitude of reports hope come to CRAFT that Indicate that the turbine is systemicelig flowed and must be fully replaced. IUe find the actions being pursued by DECO to repelr the turbine for the interim and restert while e new turbine is manufactured, delivered, and instelled to be particularig disturbing.
Many of our member groups understand that the December 25th, 1993 turbine mechanical enplosion was not en occident, but a predictable

outcome. Both DECO end the NRC knew the turbine was plagued with problems dating back to improper storage and instellation. IUe demand that the NRC place the safety and health of the residents of this region above the financial desperation of the Detroit Edison Compong. For the HnC to ollow repolr without oddressing the root cause is to set up another predictable " occident" and speaks to the unslHingness of the NRC to act es o regulatory body. $1mply this is not how science is conducted.
The assumption that running the facility by removing problematic stages of blodes will ensure safety is et best, wishful thinking, and ot-worst-cose scenerlo, omnicide for the entire region. Because of this clear and present danger, we are asking for en independent Technical Review to establish the structural plebility of this turbine system before restert is allowed.

1 Therefore we cell upon the NRC to show cause as to why the DECO should be granted permission to restert the damaged facillig.
And, to deng restert of Fermi 2 until such en independent Technical Reples of the turbine system is conducted and a public hearing be held on the findings.
This replewing process must hope integrity and be able to stand up to public scruting in a public hearing process. LUe are currentig deliberating with legal counsel on the formellon of a formel request with the NRC under 10 CFR 2.202 (Public Hearing) 9 2.206 (Show Cause). IUe are keenig interested in the criteria and methodologg that the NRC will employ to reach a decision on the final disposition of Fermi 2.

In the interests of Public Safety, we, the undersigned, request that you work with representatives of concerned citizens and governmental agencies to form as Independent Review Commeisnies to inspect Detselt Edison's Fenni 2 nuclear plant before it can re-open again. On Christmas Day,1993, an explosion occurred involving a large turbine, shattering and throwing five blades into the surrounding plant, causing extensive damages, and releasing 1.5 million gallons of radioactive water that they then dumped into Lake Erie. Now, under financial pressure, Edison plans to go back on line using the same damaged equipment! To guard against the possibility of a nuclear disaster on the scale of Chernobyl, l
