APPLICANTS' RESPONSE TO LETTER OF RALPH F. WALKER On October 31, 1983, Applicants' counsel received a letter from Ralph F. Walker, dated September 28, 1983, but postmarked October 28, 1983.
Mr. Walker's letter refers to the NRC Staff's July 20, 1983 response to Mr. Walker's initial pleading in this proceeding.
The letter states that NRC's responsibility must extend to such matters as " rate structures, poor business judgement, etc."
Mr. Walker's letter refers generally to " human error," cites an explosion in a small sewage treatment plant, and asks for an identification of "the physical parts of Beaver Valley 2 which would cause releases of harmful radiation" and a description of "what could happen in case of a meltdown. "
The purpose of Mr. Walker's letter is not clear.
He did not <,ubmit proposed contentions as required by the Licensing Board's August 4, 1983 Memorandum and Order.

. at the October 12 Special Prehearing Conference. At the Special Prehearing Conference, the Board entertained a motion to dismiss Mr. Walker from participation in this proceeding for failing to submit proposed contentions. Tr. 9-10. If Mr. Walker's most recent letter is intended to set forth his proposed contentions, it is both unjustifiably late and inadequate. He has not supplied any good cause for the untimeli-ness of his most recent letter or any explanation for failing to appear at the Special Prehearing conference. Nor does the letter include any contentions which meet the basis and specificity requirements of the Commission's regulations or which have a nexus to Beaver Valley Power Station, Unit 2. For these reasons, Mr. Walker's recent letter provides no ~ grounds to support his further participation in this proceeding.
