In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are

i enclosing 20 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1). An additional 20 copies of the amendment request have been sent directly to the Browns Ferry Project Manager to facilitate handling of our request. The proposed specifications allow the l loading of four irradiated fuel assemblies around each Source Range Monitor as the. initial step in a full core reload. This change will reduce the number of crane operations over the vessel and thus will reduce critical path time.

Additional description, justification, and safety analysis are provided (enclosure 2). A significant hazards consideration determination required by 10 CFR 50.92 is provided (enclosure 3).

Approval of the enclosed specifications is requested in time to be used with Browns Ferry unit 3 reload. Approval is requested by February 10, 1984.

In accordance with the requirements of 10 CFR Part 170.22, we have determined

this proposed amendment to be Class III for unit 1 and Class I for units 2 and

duplicates of the unit 1 proposed amendment. The remittance for $4,800 i ($4,000 for unit 1 and $800 for units 2 and 3) is being wired to the NRC, Attention: Licensing Fee Management Branch.
