Alabama Power Company letters dated May 31 and June 6,1983 committed to an augmented reactor trip breaker surveillance program that included a six month interval for performing annual maintenance on the breakers. Supplemental letter dated August 25, 1983 modified the Alabama Power Company commitments based on NRC direction contained in an August 10, 1983 letter from Mr. D. G. Eisenhut (Director, Division of Licensing) to Mr. J. J. Sheppard (Chairman, Westinghouse Owners Group).

The modified commitment did not include the six month interval for performing annual maintenance since such a schedule would result in excessive handling and unnecessary wear on the reactor trip breakers without any compensating safety benefit.

Upon review of the NRC Safety Evaluation Report dated September 20, 1983 on the reactor trip breaker automatic shunt trip design, it was discovered that the NRC incorrectly stated that "the licensee has not altered his prior commitment to maintenance of breakers on a six month interval and the tests included as part of this action include response time tests of both the shunt and undervoltage trip attachments." Based on this misunderstanding, Alabama Power Company herein clarifies the current commitments regarding the surveillance and maintenance of the reactor trip breakers following installation of the new automatic shunt trip feature as follows:

Pre-startup testing of the main breakers, if not performed during the previous 7 days, to functionally test the reactor trip breakers via.the main control board switches and independently functionally test the shunt trip devices.

Every 62 days perform functional testing of the main breakers in-place including UV and shunt trip device functional testing by RPS actuation. Also, immediately prior to taking the main breaker out of service for testing, test the bypass breakers via the shunt trip attachment.

Every 18 months perform response time and functional testing of the main breakers by independent actuation of the UV and shunt trip devices, perform dimensional tolerance check of pre-and post-travel of the UVTA trip tabs, inspect the UVTA roller bearing to verify cleanliness and lubrication, measure force required to actuate trip bar, measure force exerted by UVTA output, and perform Westinghouse recommended servicing and maintenance.

The above commitments are being met on Unit 2 since the automatic shunt trip feature was installed during the recently completed refueling outage. The commitments will be met on Unit 1 beginning in the first quarter of 1984 following the fifth refueling outage when the automatic shunt trip feature is to be installed. All of these commitments are based on maintaining the high reliability of the reactor trip system without excessive testing and unnecessary wear on the reactor trip breakers. This testing is in accordance with the NRC guidance documented in Generic Letter 83-28 and recommendations from the reactor trip breaker manufacturer.
