in accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR 79 to change the TSs of SON Units 1 and 2. The proposed change revises SON's AFW Specification 3/4.7.1.2 and the associated bases section to I incorporate the standard TS (NUREG-1431). The proposed change is being considered at this time in order to resolve a nonconservatism in SON's current TS with respect to the minimum turbine-driven AFW differential pressure requirements. Additional details are provided in the above referenced LER.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no i significant hazards consideration performed pursuant to 10 CFR 50.92 is rrovided in Enclosure 3.

U.S. Nuclear Regulatory Commission Page 2 December 16,1994 The cost savings and operational flexibility provided by this proposed TS change are of considerable benefit. The cost savings associated with relaxing a surveillance frequency (valve position verification) from once every 7 days to once every 31 days are estimated to be approximately $450,000cver the life of the plant. This estimate is based on: (1) a total remaining plant life for both units of 53 years, (2) an 80 percent capacity factor, and (3) a savings of 368 man-hours per unit per year. In addition, the cost savings associated with adopting the standard TS SR for verifying automatic valve position,in lieu of valve testing,is estimated to be approximately

$224,000over the life of the plant. This estimate is based on the factors (1) and (2) above with a savings of 189 man-hours per unit per year. For this reason, TVA requests that the proposed change be considered a cost beneficiallicensing action and prompt approval is requested.

TVA requests a 45-day implementation period for this TS change following issuance.
