CHANGE 94-16," DELETION OF 900 REVOLUTIONS PER MINUTE (RPM)

REQUIREMENT FOR THE DIESEL GENERATOR (D/G) SURVEILLANCES" in accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises the requirements for the monthly D/G start Surveillance 4.8.1.1.2.a.4 and the 10-year interdependence Surveillance 4.8.1.1.2.e. The requirement to accelerate to at least 900 rpm has been deleted from both surveillances. Word changes have also been incorporated to relate voltage and frequency to the acceptance criteria for D/G starts. The requirement to perform the 10-year surveillance during shutdown has been removed.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

TVA requests expedited processing of the proposed changes to minimize the potential for not meeting the D/G start surveillance requirements to reach at least 900 rpm within 10 seconds. Failure to meet the existing requirements could result in a valid D/G start f ailure and may invoke accelerated testing unnecessarily. TVA strives to keep D/G starts as low as possible and accclerated testing for an inappropriate reason would be contrary to industry and NRC recommendations for D/Gs. Approval of the proposed change will eliminate D/G failures because of the overly restrictive 900 rpm requirement.

l U.S. Nuclear Regulatory Commission Page 2 December 16,1994 TVA did not anticipate not exceeding 900 rpm on D/G starts, or the proposed TS changes, until after the first D/G was modified and tested with the improved D/G '

speed controller. Modification and testing was completed on D/G 2A-A in July 1994, and the evaluation of options to resolve the compliance concern with the 900 rpm requirement was completed in September 1994. On September 28,1994, D/G 2A A failed the 10-second ambient start test because D/G speed accelerated to and stabilized at 899 rpm, but did not reach 900 rpm. The speed controller setpoint was increased slightly and the test was rerun successfully to return the D/G to operable status. TVA will revise this valid failure of D/G 2A-A, and any other failures of this nature that may occur, to a successful valid test upon approval of the proposed TS change. This action will prevent inappropriate accelerated testing of the D/Gs. The next performances of the affected tests are scheduled for January 1995.

TVA requests a 45-day implementation period for this TS chango following issuance.
