Generic Letter 92-08, Thermo-Lag 330-1 Fire Barriers, Pursuant to 10 CFR 50.54(F)" letters.

This letter is to provide the Commonwealth Edison Company's (Comed) supplemental response to the Request for Additional Information, which was transmitted in the Reference I letter. Our initial response was transmitted to the NRC in Attachment 3 of the Reference 2 letter. In this letter we stated, in Attachment 3, Item VI B that:

"LaSalle County Station intends to replace all of the existing Thermo-Lag materials with an acceptable alternative replacement material by the end of 1994,...".

This letter is to inform you of a variation in ou; projected completion date of December 31,1994 for Units 1 and 2. Installation of the replacement fire barrier material is in progress on Unit I and is 50 % complete. Installation of the replacement fire barrier material on Unit 2 began on December 9,1994. While our December 31,1994 completion date remains intact for Unit 1, our scheduled completion date for Unit 2 will be delayed to January 31,1994. This delay is attributable to difficulties that have been encountered with the handling and installation of the new replacement material. Our planning process inadequately allocated sufficient time for the installation phase of the project.

. IaSalle County Station has taken a pro-active approach to the Thermo-Lag issue.

LaSalle County Station has been the first utility to install this new material and the installation time line became a variable that had been unforseen by ourselves and the vendor. Comed and LaSalle Station have participated with the vendor in developing and testing a fully qualified replacement fire barrier material. Our installation experiences with this new fire barrier material will now enable us to provide expertise to our other Comed sites as well as other utilities.

e Our primary focus has been to dedicate the proper time, resources, materials, and personnel to achieve a finished product of superior quality. As you deem appropriate, a visit to LaSalle to view and inspect our work on this project would certainly be welcomed.

We will continue to dedicate all resources that can be reasonably applied to this project.

l This schedule assumes no unforeseen plant transients that would divert resources away from this project.

If there are any questions or comments concerning this letter, please refer them to me at (815) 357-6761, extension 3600.

Respectfully, E
