Dear Judge'Hoyt:

Please allow me this opportunity to inform you of our progress since August 31, 1983, in the develop-ment of External Radiological Emergency Response Plans for the Seabrook Nuclear Power Station, Seabrook, New Hampshire.

1. - Revised draf t plans have been completed for the Emergency Planning Zone Communities, namely, Newburyport, Merrimac, Amesbury, Salisbury, Newbury and West Newbury. It is my intention to extend to the related officials and the public of these communities as much time as is necessary to again review the plans for any additions or changes they would like to have made.

The State (Area Plan) which I anticipated to be completed in final draft form by mid-October, 1983, has been substantially completed and re-viewed by Ms. Jo Ann Shotwell, Assistant Attorney General for the Commonwealth of Massachusetts,with members of my staff. There are still some elements of this plan which require coordination with State and local officials and officials of the State of New Hampshire.

Consequently, that which I had anticipated to have completed by mid-October,1983, is still in need of further revisions.

In view of the above-stated progress it is my hope that the total State Plan, including the local plans, can be submitted to the Federal Emergency Management Agency in December, 1983, for review and concurrent approval.
