Dear Mr. O'Reilly:
In response to Mr. R. C. Lewis's letter dated August 2,1983, Duke Power Company submits the following comments concerning the SALP Board: Report for L
the Oconee, McGuire, and Catawba Nuclear Stations.
In general, Duke endorses the observations contained in the report regarding the performance at each of the nuclear stations.
The company appreciates the perspective offered by the NRC in the SALP Report and will utilize this input to further improve the quality of our operations.
Duke has already taken actions to initiate these improvements, as delineated in previous reports or responses transmitted to the NRC. The SALP Report has been reviewed to ensure that these actions were appropriate and comprehensive for any identified weaknesses and to assist management in focusing future actions and involvement in particular areas of station operation. Our personnel will continue to work with members of your Staff to accomplish our common goals.
The company does consider that the report is somewhat incomplete and premature in certain areas associated with the evaluation of Oconee.
In both the Plant Operations and Surveillance functional area evaluations for Oconee, the NRC refers to the violations of containment integrity and failure to fully implement independent verification that resulted in a Notice of Proposed Civil Penalty.
Duke believes that the SALP Report should include only those activities related to these incidents which occurred prior to April 30, 1983 (the end date of the This would include the 'nforcement Conference and the Duke
-SALP Report).
E submittal of April 29, 1983 detailing the actions taken by Duke as a result of the incidents.
If the NRC continues to inclinde in the SALP Report the fact that these incidents resulted in a proposed imposition of civil penalty, which occurred after April 30, 1983, then Duke requests that the SALP report indicate that Duke took substantialcorrective actions in response to the incidents, that Duke's responses to the Notice of Violation and Proposed Civil Penalty take issue with the violations regarding independent verification, and that this matter is still open pending completion of the NRC evaluation of Duke's responses.
