Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Units 1 and 2 Shunt Trip Design for DS-416 Reactor Trip Breakers (RTB)

Gentlemen:

By letter dated September 20, 1983, the NRC approved the installation of an automatic shunt trip design for the Farley Nuclear Plant reactor trip breakers; however, Alabama Power Company responses to four items were identified as being necessary before declaring the design change operational.

In accordance with the September 20, 1983 letter, herein provided are the responses requested by the NRC.

1.

" Confirm that the environmental conditions defined by the Westinghouse Owners Group generic design are applicable to the Farley Plant application."

APCo Response:

The Farley Nuclear Plant environmental conditions were considered in developing the Westinghouse Owners Group generic design and are enveloped by the generic design.

2.

" Confirm that surveillance and startup testing for the RTBs will be conducted in a manner that will independently demonstrate the operability of both the undervoltage and shunt trip attachments."

APCo Response:

The surveillance and startup testing for the RTBs will be conducted as described in the Westinghouse Owners Group procedure submitted to the NRC in letter No. 0G-101 dated June 14, 1983. The procedure includes independent demonstration of the operability of both the undervoltage and shunt trip attachments.

" Confirm the results of the design evaluation to allow for on-line testing of the bypass breaker undervoltage device. Upon successful completion of the evaluation, a design modification will be made.

An acceptable schedule would be: the current Unit 2 refueling outage or at the earliest opportunity; and the next refueling outage on Unit 1 (about February 1984)."

APCo Response:

Alabama Power Company is currently evaluating _a design change to allow provisions for on-line testing of the bypass breaker undervoltage device. The evaluation is scheduled to be completed by December 1, 1983. Upon successful completion of this design evaluation, Alabama Power Company will install provisions for the on-line bypass breaker testing at the next outage of sufficient duration following receipt of design and materials.

" Confirm that APCo will provide the plant specific test procedure to be used to confirm operability of the control room manual reactor trip switch contacts and wiring, and to demonstrate proper operation of the associated control room indication / annunciation."

APCo Response:

Alabama Power Company has developed a test procedure for verification of operability of the control room manual reactor trip switch contacts and wiring, and to demonstrate proper operation of the associated control room indication / annunciation. This test procedure is available onsite for NRC review.
