GNRO-94/00130 Gentlemen:
Entergy Operations, Inc. by this letter is submitting a revision to the proposed amendment to the Grand Gulf Nuclear Station (GGNS) Operating License submitted via References 1 and 2.
This submittal represents a major milestone in the conversion to the improved Technical Specifications for GGNS and for the combined BWR-6 cooperative effort. We wish to take this opportunity to recognize the Staff's efforts in meeting the joint goals set forth early in the conversion project. The BWR-6 cooperative effort represented an opportunity for both the licensees and the Staff to realize significant resource savings by combining the reviews of thase four plants. During the joint review, over eleven hundred items were identified and successfully resolved through the combined efforts of the Staff and the licensees. All of those involved worked diligently to address each of these items demonstrating both a professional attitude and a commitment to safety. of this letter provides the revised pages of the previous submittals to document the resolution of items as agreed to during the meetings with the Staff. required the bases for Entergy Operations, Inc. determination that the proposed amendment involves no significant hazards conciderations based on the guidelines presented in 10CFR50.92is provided, otherwise the previous basis provided in References 1 and 2 applies. Also enclosed for your information is a complete copy of the typed proposed Technical Specifications.
Requirements relocated from the Technical Specifications to licensee control will be included in the Updated Final Safety Analysis Report (UFSAR) or Technical Specification bases, as appropriate, and as a result will be controlled by the requirements of 10 CFR 50.59. Except that the requirements currently contained in Technical Specifications 6.5 and 6.10 will be controlled by the change controls of 10 CFR 50.54 instead of 10 CFR 50.59. These change controls will be applied from the time the requirements are transferred to licensee control by implementation of this license amendment.
Entergy plans to implement the Improved Technical Specifications at GGNS approximately 30 days before our seventh refueling outage. Therefore, we request that this change receive review priority to support its approval by February 1995.
In accordance with the provisions of 10 CFR 50.4, the signed original of the requested amendment is enclosed and, in accordance with 10 CFR 50.30, an Oath or Affirmation relating to the requested changes to the Operating License is enclosed. This amendment request has been reviewed and accepted by the Plant Safety Review Committee and the Safety Review Committee.
