The Reference (a) letter transmitted Comed's response to Reponing Requirement I of NRC Generic Letter (GL) 94412. "Long-Tenn Solutions and Upgrade of Interim Operating Recommerdations fer Thennal-Hydraulic Instabilities in Boiling Water Reactors" tar Quad Cities Station (Reference (b)].
In that letter, Con:Ed responded to Requested Action I of GL 94-02. This action requested Comed to review the current procedures and liaining programs at Quad Cities Station, and modify them, as appmpriate, to strengthen the administrative provisions intended to avoid power oscillations, or to detect and suppress them if they occur prior to implementation of the long-tenn solutions. In response to that request, Comed committed to complete the requested actions for Quad Cities Station by December 31,1994.
Generic Letter 944)2 also included Reponing Requirement 2, which required notification of the NRC within 30 days following completion of Requested Action 1 of GL 944)2. The purpose of this letter is to infonn the NRC that all procedure changes required by Requested Action 1 of Generic Le" r 94-02 were completed at Quad Cities Stati.a on December 31, 1994. The majority o :. rating crews were trained by December 31,1994, however, due to training schedule conflicts, cenain remaming operating crews were trained by January 6,1995.
Comed regretfully apologizes for any inconveniences that this may pose to the NRC strJf.
