Dear Mr. Murley:
An emergency staffing plan has been developed for the Beaver Valley Power Station, Unit No. 1.
This plan utilizes fully quali-fied, professional and supervisory personnel to perform all activities necessary for the safe operation of the facility.
The control room will be manned by personnel who possess active NRC licenses.
All licensed personnel actively participate in the licensed operator retraining program, including the required simulator training.
The personnel not presently working full time in the control room are undergoing training on recently completed design changes, normal and emergency operating procedures and control room admin-istrative procedures, including watchstanding responsibilities and shift turnover procedures.
Prior to assigning these individuals to control room duties, they will stand a watch under the obser-vation of one of the Senior Reactor Operators who is permanently assigned to control room duties.
This observer will provide a written verification of successful performance of the operating duties by the assigned watchstander.
Enclosed is a three shift schedule for manning the control room with the existing control room supervisory complement and a list of additional personnel undergoing training.
The 398 forms for these additional personnel will be forwarded during the week of October 3, 1983.
