NOTICE OF APPEAL Pur'suant to 10 C.F.R. 52.714(a) the Washington Public Power Supply System (" Applicant") hereby appeals the April 2i, 1983 and September 27, 1983 Memoranda and Orders of the Atomic Safety and Licensing Board admitting the Coalition for Safe Power ("intervenor") as an intervenor in the captioned pro-ceeding. Applicant requests that the Appeal Board reverse the April 21, 1983 Memorandum and Order of the Licensing Board holding that intervenor satisfied the requirements governing untimely intervention; vacate the September 27, 1983 Memorandum and Order of the Licensing Board admitting intervenor to this proceeding as a full party; and dismiss this proceeding.
