Dear Mr. Russell:
%otr C. N.iu The purpose of this letter is to correct a statement made to the NRC concerning the Yogtle Project Emergency Planning Procedures contained in as April 1,1991 transmittal to your office. Specifically, on page 12 of attachment 1 of an April 1,1991 letter to Mr. Thomas E. Murley, Director, Office of Nuclear Reactor Regulation from Mr. R. P.
Mcdonald, Executive Vice President. Nuclear Operations of Georgia Power Company concerning a 10 CTR 2.206 petition filed by Messrs. Hobby and Mosbaugh, the following statement was made tv,arding notification practices in 1990 at the corporate offices of the Vogtje Project in Birmingham. Alabama.
Vogtle Project emergency planning procedures require the duty manager to
\\
notify senior corporate management, including both Mr. Dahlberg and Mr. Farley, in the event of a significant event at Vogtle. The actual practice t
regarding ratification is that the On-Call Project Manager or the Director of Corporate Resportse contacts Mr. Hairston or Mr. Mcdonald and then Mr llairston or Mr. Mcdonald contacts Mr. Dahlberg and Mr. Farley.....Of course, if such an event triggers the foregoing emergency notifiestion procedures, then Mr. Faricy would also be notified...
The first part of the fitu sentence is correct in describing the procedures' requirementa to contact " senior corporate managernent'" in significant events Hnwever, the procedures did not specifically require notifi:ation of both Mr. Dahlberg aad Mr. Farley. The second sentence accurately desentes the sequence of calls: the On-Call project Manager or Director of Corporate Resportse notified the on-duty senior corporate executive (which was required by procedure) and the senior corporate executive made further notifications (which was not addressed specifically by procedure).
' The actual procedures refer to " Senior Corporate Managemeru." "GID Corporate Management" and the
- Duty Executive" dependtng on the type of sipificant event.
