Gentlemen:

The ennual revision to the Cooper Nuclear Station (CNS) Quality Assurance Program for Operation

" Policy Document" was submitted for NRC review and approval (Reference 1) on April 5,1994.

In NRC correspondence (Reference 2), dated June 6,1994, it was concluded that some of the changes appeared to be a reduction in commitment, as previously accepted by the NRC. Therefore, additional information was requested, with satisfactory response, for completion of the NRC's review.

Evaluation of the NRC's " Request for Additional Information" (reference 2) and the perspective provided by new management revealed that additional program changes are warranted and that previously proposed program changes should be reconsidered.

Therefore, CNS requests the rescission of the original transmittal of Revision 10 to the Policy Document in its entirety.

The attached Policy Document submittal represents, in total, a complete rewrite of the initial submittal (Revision 10) for NRC review and consideration of approval.

Notwithstanding, the NRC's " Request for Additional Information" has been responded to in Attachment "B" Those changes which appear to have the potential for a reduction in commitment are no longer being pursued. Resolutions to all other comments have been incorporated in this submittal.

It should be noted that program compliance was not compromised in the interim, concerning the original proposed changes characterized as potential reductions in commitment.

This letter transmits the rewrite of Revision 10 to the CNS Quality Assurance Program for Operation - Policy Document. This Program document is referenced in Appendix D to the USAR and is being submitted in accordance with 10CFR50.54(a) and 10CFR50.71.

Previous revisions to this document have been submitted are: Rev.1, 4/29/85; Rev. 2, 5/16/85; Rev. 3, 3/27/87; Rev. 4, 4/5/88; Rev. 5, 4/19/89; Rev. 6, 4/6/90; Rev. 7, 4/10/91; Rev.
