NRC team to conduct review of all amendments, make a no significant hazards consideration (NSBC) determination, and authorize the amendments to be immediately effective.

The VEGP-2 Operating License application would then be amended to conform to the Construction Permit.

(1) Procedures do not address multi-unit applications.

(2) If literally applied, could require a notice vithout an NSHC determination.

(3) Believe NRC review team should make NSHC determination prior to notice.

(4) Believe immediate effectiveness warranted by nature of amendment.

b.

Construction Permit amendment procedures.

(1) Law allows NRC to make immediately effective.

(

(2) Past practice is to allow immediate effectiveness of cps involving NSHC.

(3) Current policy unclear but some indication that a prior hearing might be required following intervention i

even if a NSHC determination is made.
