APPLICATION FOR AMENDMENT OF OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.
S.
Nuclear Regulatory Commission ("the Commission"), Omaha Public Power District, holder of Pacility Operating License No. DPR-40, herewith requests that Sections 2.1.7 (Basis), 2.7 (Basis), 2.18 (Basis),
3.3, 3.10, 3.11, 5.2.1, 5.2.2, 5.5.2.2, 5.5.2.8, 5.5.2.9, 5.5.2.10, and Table 3-9 of the Technical Specifications set forth in Appendix A to tha t License be amended to incorporate admini-strative changes which will:
(1) correct terminology in the basis section for the Technical Specification concerning pressurizer 4
operability, (2) clarify the basis section for the diesel gener-ator fuel oil inventory, (3) incorporate administrative changes concerning the ISI plan, (4) update the reference to figures from which environmental sampling data is obtained, (5) correct refer-ences to DNB parameters, (6) remove references to an offsite organization figure which was deleted, and (7) change the title of a Safety Audit and Review Committee member.
Additionally, changes made pursuant tc NRC requests in Generic Letter 82-17 and Generic Letter 82-23 are included.
These enanges will increase the audit frequency of the Site Security Plan, Safeguards Contingency Plan, l
and the Emergency Plan.

. The proposed changes in Technical Specifications are not forth in Attachment A to this Application.
Discussions, which demonstrate that the proposed changes do not involve significant hazards considerations, are appended in Attachment B.
The pro-posed Amendment is deemed to be Class II Amendment, within the meaning of Section 170.22 of the regulations of the U.
S.
Nuclear Regulatory Commission.
Accordingly, a check for the appropriate fee, $1,200.00, accompanies this Application.
Justification for classification of the Amendment pursuant to 10 CFR 5 170.22 is included in Attachment C to this Application.
The proposed changes in specifications would not authorize any change in the types or any increase in the amounts of effluents or any change in the authorized power level of the facility.
WHEREFORE, Applicant respectfully requests that Sections 2.1.7 (Basis), 2.7 (Basis), 2.18 (Basis),
3.3, 3.10, 3.11, 5.2.1, 5.2.2, 5.5.2.2, 5.5.2.8, 5.5.2.9e 5.5.2.10, and Table 3-9 of s
Appendix A to Facility Operating License No. DPR-40 be amended in the form attached hereto as Attachment A.
A copy of this Application, including its attachments, has been submitted to the Director - Nebraska State Division of Radio-logical Health, as required by 10 CFR 50.91.
