Dear Mr. Martin:
The attached Revision 28 to the MASP is submitted in accordance with 10 CFR 50.54(p). The revision addresses several changes'which include the guidance of NRC Ceneric Letter 93-07 permitting reference to the Security Plan, and implementing procedures to be removed from Technical Specifications (TSs)
Section 6.
Requirements pertaining to the company nuclear audit and review group will be eliminated.
Review and approval of the Security Plan, implementing procedures (and changes thereto) and audit requirements have been incorporated into the MASP.
Further, the guidance provided by NUREC 0908, SECY 93-326, and 10 CFR 73.55 in regard to protected area patrols, on-duty Security Officer metal searches, vehicle escort requirements, and unlocking of the PBX room were incorporated into the MASP.
Phase II of the security computer upgrades project is currently in progress at the Plant. This revision addresses temporary security measures necessary to support transition from the existing security computer system and peripherals to the new security computer system and peripherals.
Organizational changes within Indiana Michigan Power and American Electric Power Service Corporation, along with recognition of the recently formed Plant Protection Department, are also reflected in this revision.

Finally, the MASP format was changed. This is a cosmetic change in which no content was deleted from the MASP.
j Details of changes are found in attachment 1 to this letter. These changes do not decrease the effectiveness of the Security Plan.
