" Anchor Darling Valve Circular Indication" Final Report

Dear Mr. Collins:

On August 16, 1983 a circular indication in the body of an ASME Class II, Anchor Darling Valve #2SI-V326B was reported as Potentially Reportable Deficiency No. 121. This indication was described as a plug which had been inserted into the valve body by means of drilling and welding the outer perimeter only.

This letter is to inform you that after further evaluation by radiographic examination of the affected area, this condition is not considered reportable pursuant to the requirements of 10CFR50.55(e).

EVALUATION The description of the suspected nonconforming condition was based on a UT report which erroneously interpreted an indication as "a plug inserted into the valve body by means of drilling and welding the outer pe;.imeter only".

This indication was most likely caused by a reflection from large grain in the material. The UT examination was initiated due to liquid penetrant examination of the area. Ultrasonic examination of this material will often yield misleading results due to the course grain structure of an austenetic casting. Para. NC-2572 of ASME Section III, 1974 is specifically written for ferritic steel castings. This is also carried over to Section V Para. T-524.

It should be noted that the liquid penetrant indication was removed by grinding only .040" of base material. j l

A second radiographic examination was performed on valve 2SI-V326B and no unacceptable indications were identified.
