Subject:

Peach Bottom Atomic Power Station, Units 2 and 3 Umerick Generating Station, Units 1 and 2 Reduction in Cutoff Level for Initial Screening Tests Associated with Fitness-for-Duty Testing Gentlemen:

This letter is being submitted in accordance with the requirements of 10CFR26, Appendix A, 1.1.(2), to inform the NRC that PECO Energy Company has lowered the initial testing cutoff level for marijuana metabolites from 100 ng/ml to 50 ng/mi.10CFR26, Appendix A,1.1,(2) stipulates that the NRC must be notified within 60 days when a licensee establishes more stringent cutoff levels for testing of substances under the Fitness-for-Duty Program. PECO Energy has the capability to conduct testing using a lower threshold level, and as of September 1,1994, we established a cutoff level of 50 ng/ml for initial testing for marijuana at our onsite drug testing facilities supporting Peach Bottom Atomic Power Station and Limerick Generating Station. This reduction in cutoff level is consistent with changes made by the U.S. Department of Health and Human Services (HHS) to the guidelines governing dnJg testing in the Federal work place. The changes to the HHS guidelines are discussed in the NRC's Administrative Letter 94-09,

" Changes to the Mandatory Guidelines for Federal Work Place Drug Testing Program."
