Fee for Review of WNP-4 Operating License Application In your September 2,1983, letter to Nicholas S. Reynolds, Esq., you provided a breakdown of the $72,080 billed to the Washington Public Power Supply System for license review costs associated with WNP-4.

As you may be aware, each one of the Supply System's nuclear projects is separately financed and the assets of one project cannot be used to satisfy the outstanding obligatio-s associated with any other project.

All payments with respect to WNP-4 are at the discretion of the trustee for the bondholders as a result of the recent bond default involving WNP-4. Consequently, before any outstanding obligations in connection with WNP-4 can be satisfied, a strict accounting must be made to the trustee. We believe that in all likelihood the itemization you provided in your September 2 letter will not be sufficiently detailed to satisfy the trustee.

Accordingly, we hereby request a more detailed explanation of the professional staff hours expended in review of the WNP-4 operating license review. That explanation should include an itemization of the specific tasks completed and the hours expended in completing each. You could, for example, include with your itemization a copy of the time sheets of those members of the Staff who participated in the review, or other similar records used to generate the bill sent to us. Please provide similar detail for the I&E charges.

At this point, it is not clear to us if the current billing represents all of the NRC review costs associated with the WNP-4 operating license review. For example, your letter of September 2 stated that "(n)o contractual services costs are included in the $72,080."

Is this because there were no contractual services performed or because billing information was not available? Also, we note that the major portion of the $72,080 is attributable to the NRC Office of Inspection and Enforcement. Do these charges represent the total charges for I&E, or, as we still hold an NRC construction permit for WNP-4, should we expect future inspection costs?
