i BEAVER VALLEY POWER STATION - UNIT NO. 2 DUQUESNE LICHT COMPANY Final Report on Significant Deficiency of the Emergency Diesel Generator Set's Thermostatic Control Valve Load Spring 1.
SUMMARY
During modi ficat ion to the BVPS-2 Emergency Diesels' i nt e rcoole r water temperature control valves (Robert shaw Control Company Model I-1285-S25; SWEC Mark No. 2EGS*TCV-201-1, 2), it was obs e rved that the load springs for the valves, which are ident ical in count ing and se rv ice, were of di f fe rent le ng th s.

IMMEDIATE ACTION TAKEN Upon discovering the dif ference of spring lengths, a DLC-SQC non-conform-ance and dispos ition repo rt (SQC-N&D 6799) was issued.
On August 24,
- 1983, E. F. Kurtz, Jr., Duquesne Light Company, not if ied the NRC of the problem.

DESCRIPTION OF DEFICIENCY The diesel engine of each BVPS-2 Emergency Diesel Generator is eq uip ped with Robe rt shaw Model I-128 5-S25 Thermos t at ic Control Valves.
These valves should both be provided with a 7-1/8 inch internal load spring.
The valve on one of the diesels (SWEC Mark No. 2EGS*TCV-201-2) was provided with 10-1/4 inch internal load spring.

ANALYSIS OF SAFETY IMPLICATIONS The emergency diesel ge nera to rs are req ui r ed during design basis event s to supply electric power to the safety related component s.
It cannot be positively demons trat ed nor gua rant eed that the valves will operate properly without the prope r size load spring; therefore, the diesel generator is equally in question.
5.
CORRECTIVE ACTION TO REMEDY POTENTIAL DEFICIENCIES The 10 - 1/4 inch internal load spring will be replaced with the pr ope r size load spring to ens ur e that the thermos t at ic control valves will operate properly.
This replacement wili be made prior to fuel load.

ADDITIONAL REPORTS This is the final report. There will be no further reports.
