NECNP MEMORANDUM IN SUPPORT OF ATTORNEY GENERAL BELLOTTI'S MOTION FOR RECONSIDERATION WITH RESPECT TO CONSIDERATION OF PREPARATION TIME NECNP joins Attorney General Bellotti in urging the Board to reconsider its ruling that Applicants need not include so-called " preparation time" in their evacuation time estimates. We agree with Attorney General Bellotti's argument. In particular, we note that Dr. Thomas Urbanik, II, one of the authors of NUREG-0654 and a witness for the NRC Staff in these proceedings, stated under oath in this hearing that he believes that NUREG-0654 requires consideration of the phenomenon of prepararion time. Tr. at 1312. Thus, the very underpinnings of emergency planning in NUREG-0654 take preparation time into account.
