Dear Sir:
Attached for your review and approval is Revision 2 to Relief Request No.16-VRR-1 for the Peach Bottom Atomic Power Station, Units 2 and 3 Second Ten Year Interval inservice Testing (IST) Program. This request concerns relief from quarterly forward and reverse exercise testing of Instrument Nitrogen System and Backup instrument Nitrogen System check valves.
1 Relief Request No.16-VRR-1, Revision 1, was previously identified as Relief Request No. 51-VRR-1, but has been revised as a result of system number changes.
Relief Request No.16-VRR-1, Revision 1, is being revised to: 1) add check valves CHK-2(3)-16-257A, B, C,' G, and K that were originally included in Relief Request No.16-VRR-2, Revision 1; 2) add forward exercise test requirements for check valves CHK-2(3)-16A-2(3)3205A, B, C, G, and K and identify that the check valves will be tested during cold shutdown and refueling when the primary containment is deinerted in accordance with Specification M-710, and; i
- 3) upgrade the valve category, as defined in the ASME Code,Section XI, IWV Subsection 2200, from Category C to A,C.

Check valves CHK-2(3)-16-257A, B, C, G, and K will be added to Relief Request
- No.16-VRR-1, Revision 1, resulting in the deletion of Relief Request No.16-VRR-2, Revision 1. Relief Request No.16-VRR-2, Revision 1 (previously identified as Relief Request 51-VRR-2), concerns relief from quarterly forward and reverse exercise testing of additional Instrument Nitrogen System check valves. The deletion of Relief Request No.16-VRR-2, Revision 1, will reduce the administrative burden of having two similar relief requests. Moving check valves CHK-2(3)-16-257A, B, C, G, and K from Relief Request 16-VRR-2, Revision 1 to Relief Request No.16-VRR-1, Revision 1, is appropriate because the valves perform a similar safety function and the basis for relief from the ASME Code,Section XI, requirements is similar.
Relief Sequest No.16-VRR-1, Revision 1, is also being revised to add a requirement to forward test check valves CHK-2(3)-16A-2(3)3205A, B, C, G, and K in addition to the current requirement of reverse testing. These valves have a safety function in the forward and reverse direction. The forward test will be performed during cold shutdown and refueling outages when the containment is deinerted and the basis for relief is provided.
Additionally, the valves are being upgraded from Category C to Category A,C.

Basis for Relief Verification of reverse exercising requires isolating the associated supply header and venting the upstream side of the l
check valve using a test tap inside containment, while pressure is applied to the downstream side of the valve.
To verify forward exercising requires lowering the pressure in the associated ADS accumulator with the nitrogen supply 4 i
isolated, then opening the nitrogen supply and observing that '
ADS accumulator pressure increases. Since installed pressure indication is not provided for the ADS accumulators, a test gauge must be installed on a test costnection located inside the primary containment. These valves are located inside the primary containment and testing requires entering the containment.
During power operation and cold shutdown, the containment atmosphere is normally inerted with nitrogen limiting access to emergencies only.
In addition, high radiation levels during power operations prohibit containment entry.
