LICENSE ANENDNENT APPLICATION CHANGE ADMINISTRATIVE CONTROLS TO REFLECT ORGANIEATIONAL CHANGE 8 FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 This letter submits an application for amendment to Appendix A of Facility Operating License NPF-57 for the Hope Creek Generating Station and is being filed in accordance with 10CFR50.90. l The proposed changes would revise Section 6 (Administrative Controls) of the Hope Creek Generating Station Technical Specifications to reflect organizational changes and resultant management title changes. Attachment 1 contains a detailed description of and justification for the proposed changes. Based upon the justification provided, PSE&G believes that the proposed changes do not involve a significant hazard consideration pursuant to 10CFR50.92. Attachment 2 contains marked up Technical Specification pages which reflect the proposed changes.

In accordance with 10CFR50.91(b) (1) , a copy of this amendment request has been sent to the State of New Jersey.

The proposed changes contained in this amendment request are administrative in nature in that they do not affect the operation of the plant nor do they change the intent of the existing Technical Specifications. Since this proposed amendment is purely administrative, specialized technical review should not be required for approval of this request.

Upon NRC approval, please issue a license amendment which will be effective upon issuance and shall be implemented within 60 days of issuance. This latitude permits appropriate procedural modifications necessary to implement the proposed changes.

ATTACHMENT 1 PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS LICENSE ANENDMENT APPLICATION CRANGE ADMINISTRATIVE CONTROLS TO REFLECT ORGANI2ATIONAL CHANGES FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION NLR-N94225 DOCKET NO. 50-354 LCR 94-35 I. DESCRIPTION OF THE PROPOSED CHANGES The proposed amendment would revise the Administrative Controls Section (6.0) of the Technical Specifications (TS) for Hope Creek Generating Station to reflect organizational changes and resultant management title changes. As indicated on the marked-up pages in Attachment 2, PSE&G requests that:

1) Vice President and Chief Nuclear Officer will be replaced with Chief Nuclear Officer and President -

Nuclear Business Unit in TS G.1.2, 6.2.1.c, 6.5.2.4.3.g, 6.5.2.4.4.a, 6.5.2.4.4.b, 6.5.2.6, 6.6.1.b, 6.7.1.a, and 6.7.1.c.

2) Vice President and Chief Nuclear Officer will be replaced with Vice President - Nuclear Operations in TS 6.5.1.8.b, and 6.5.1.9.
3) In addition, General Manager - Quality Assurance and Nuclear Safety will be replaced with Director - Quality Assurance and Nuclear Safety Review in TS 6.5.1.8.b, 6.5.1.9, 6.5.2.2, 6.5.2.4.3.g, 6.7.1.a, 6.7.1.c.

II. REASON FOR THE PROPOSED CHANGER These changes are necessary because the Nuclear Department  !

has been declared a separate Business Unit, thereby being renamed the Nuclear Business Unit. As a result, the title of Vice President and Chief Nuclear Officer has been changed to Chief Nuclear Officer and President - Nuclear Business Unit. Consistent with Vice President - Nuclear Operations having overall responsibility for station operations, this position is being identified as responsible for receiving SORC correspondence. Also, the title of General Manager -

Quality Assurance and Nuclear Safety has been renamed to Director - Quality Assurance and Nuclear Safety Review.

was made to separate the Nuclear Department from the

the Chairman of the Board and Chief Executive Officer.

Subsequently, the responsibilities of the Chief Nuclear Officer were increased. Therefore, the title was changed from Vice President and Chief Nuclear Officer to Chief j Nuclear Officer and President - Nuclear Business Unit.

Consistent with the Vice President - Nuclear Operations i having overall responsibility for station operation, TS 1 6.5.1.8.b and 6.5.1.9, which address SORC Authority, 4

4 I IV. SIGNIFICANT RABARDS CONSIDERATION EVALUATION l 2

PSE&G has, pursuant to 10CFR50.92, reviewed the proposed amendment to determine whether the request involves a significant hazards consideration. We have determined that operation of the Hope Creek Generating Station in accordance

l The changes being proposed are purely administrative and will not lead to material procedure changes or to l physical modifications. Therefore, the proposed l changes do not create the possibility of a new or l different type of accident from any accident previously j evaluated.

3. Will not involve a significant reduction in a margin of safety.

The changes being proposed are administrative in nature and do not relate to or modify the safety margins defined in and maintained by the Technical Specifications. The changes discussed herein do not reduce the Technical Specification safety margin since all organizational responsibilities are being adequately implemented, and all personnel in place are properly qualified. Therefore, the proposed changes do l not involve a significant reduction in a margin of j safety.

CONCLUSION As discussed above, PSE&G has concluded that the proposed I changes to the Technical Specifications do not involve a significant hazards consideration since the changes: (i) do not involve a significant increase in the probability or consequences of an accident previously evaluated, (ii) do
