CHANGE 94-09, ALTERNATE PLUGGING CRITERIA FOR STEAM GENERATOR (S/G)

Reference:

TVA letter to NRC dated January 8,1993, "Sequoyah Nuclear Plant (SON) - Technical Specification (TS) Change 92-10, W* Tube Plugging Criteria For Steam Generators (S/G)"

In accordance with 10 CFR 50.90 we are enclosing a requested amendment to License DPR-79 to change the TSs of SON Unit 2. The proposed change revises TS surveillance requirements and bases to incorporate alternate S/G tube plugging criteria at tube support plate (TSP) intersections. The approach taken is similar to interim plugging criteria approved by NRC for Farley Unit 1 and D. C. Cook Unit 1 nuclear plants. The basis for the change in the plugging criteria is maintaining the structural integrity of the tubing as defined by Regulatory Guide 1.121.

The proposed TS change is identified in Enclosure 1. The justification of the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Eaclosure 3.

Commitments associated with this proposed TS change are provided in Enclosure 4.

Enclosure 5 contains a copy of Westinghouse Commercial Atomic Power (WCAP) 13990,"Sequoyah Units 1 and 2 Steam Generator Tube Plugging Criteria for Indications at Tube Support Plates" (proprietary). Enclosure 6 contains a copy of the non-proprietary version of WCAP-13990.

Since WCAP-13990 contains information proprietary to Westinghouse, Enclosure 7 contains the application for withholding and affidavit (CAW-94-S41) signed by Westinghouse, the owner of the information, as well as the proprietary information notice and copyright notice. The application for withholding and the affidavit set forth ,

the basis on which the information may be withheld from public disclosure by NRC and i address with specificity the considerations listed in Section 2.790, Paragraph (b)(4) of .

the NRC regulations. l Accordingly, it is respectfully requested that information that is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR, Section 2.790, of the NRC regulations.

Box 355, Pittsburgh, Pennsylvania j 15230-0355. i While S/G TSP tube degradation at SON is not expected to be significant, TVA is submitting this TS change in advance as a contingency measure to prevent an exigent request for alternate plugging criteria implementation. If a sufficiently high number of {

TSP outer-diameter stress corrosion cracking indications are detected during SQN's upcoming Unit 2 Cycle 6 refueling outage (scheduled for July 1994), NRC will be asked to review and issue the proposed change.- TVA will keep NRC project management informed of any schedule changes through routine project review ,

meetings.

In addition, TVA is withdrawing TS Change 92-10 containing the W" tube plugging criteria for S/G tubesheet region of WEXTEX expansions. TS Change 92-10 was i previously submitted to you by the referenced letter. In the long-term, TVA intends to ,

submit a TS amendment for SON Units 1 and 2 that adds alternate S/G plugging  !

criteria. This amendment will be based on the guidance provided in NRC's finalized (

generic letter that is scheduled to be published in October 1994.  !
