This letter and the attached "TMIA's bbtion for Postponenent of Prehearing Conference" is to bring to your attention a very serious si.tuation which the parties in the TMI-1 restart case are currently facing.
The TMI-l ASLB has initially schedul.ed the reopened hearing process involving the "Hartnan allega tions" to run sinultaneocaly with hearings on TMI-l's steam generator tube license anendnent.
In the interest of basic fairness and in seeing an extrenely serions issue resolved properly, TMIA has urged the nanagenent ASLB to postpone its scheduled prehearing conference and any subsequent discovery on the "Hartnan allegations" until af ter the steam tube hearings are complete.

As the attached notion explains, if a postponenent is not granted, the intervenors will be unable to neaningf ully participate in hearings in which they have an absolute right to participate.
If the parties are rushed through the reopened nanagenent case, which has becone a natter of particular concern to this Commission, and which still has not yet been finally' reevaluated or investigated by OI or the Staf f,-proper resolution of the issues will not be possible.
