J. Dougherty to Cordell Reed.
Dear Mr. Keppler:
This is to inform you c# our plans to provide interim communi-cations capability at Byron Station until the NRC Emergency Notification System red phones can be installed.
Reference (a) advised us of potential delays in future ENS additions and alterations.
Steward Cohen, of the NRC's Bethesda office, has recently advised us that the ENS phones will probably not be avail-able for the Byron emergency plan exercise on November 15, 1983.
Regular local telephone service will be relied upon until the ENS phones are installed.
We will arrange for installation of regular commercial service for dedicated telepones in the control room, the technical support center (TSC), and the NRC Resident Inspector's office.
Tne phones in the control room and the TSC will be labeled:
Reserved For Use By NRC During Emergencies.
The phone in the resident inspector's office does not leed this label since it will normally be reserved for NRC use.
The numbers of the NRC HQ 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> operations center and the Region III operation center / duty office phones will be posted near each phone.
This interim arrangement snould provide adequate emergency communications capability until the ENS phones are available.
Installa-tion will begin as soon as NRC concurrence is received.
