Dear Mr. Taylor:

In answer to your letter of May 3, 1983, relative to our discussions pertaining to Section 13, " Quality Assurance", of Public Law

-415, I am pleased to confirm.

that the South Texas Project will participate in the{ pilot program concept of Section 13.

We agree with the bases enumergted in your letter.

We would appreciate receiving the name of the NRC representative who will serve as an observer during the independent evaluation of the South Texas Project construction prograni.

Additional background information that I feel you should be aware of pertaining to the Construction Project Evaluation that will be made by an outside independent.

team is as follows:

1.

The evaluation will be performed Ly a team.of eighteen consultants selected from Energy Inc., Gilbert / Commonwealth, Management Analysis Company, Nu-Tech Engineers, and U. S. Testing Corporation.

The team manager is Mr. Michael Pratt with Gilbert / Commonwealth with Mr. Leonard Kube of Management Analysis Company as assistant manager.

Mr. 'Pratt and Mr. Kube selected the sixteen team members.

2. ' INPO has confirmed that they will assign full-time observers to the evaluation.

3.

The evaluation will take place during the period August 22 through Septem-ber 2, 1983.

Two kick-off meetings to brief off-site and on-site personnel will take place on August 17 and 18 respectively.

4.

During th'e period August 8-19, 1983, the team will be involved in a series of document review and training sessions as a prelude to the start of the evaluation.

Should your staff representative want to be involved in the kick-off meetings, you might inform me at the time you identify the person as to whether or not he will attend those two meetings in addition to the full evaluation.

We look forward to the participation of the NRC staff representative in the evaluation this summer.
