Dear Mr. Russell:

F This letter is in response to your staff's December 5,1994, request for additional information pertaining to our responses to Generic Letter 93-04, " Rod Control System Failure and Withdrawal of Rod cluster Control Assemblies." Specifically, your staff has requested us to either commit to implement Westinghouse's recommended current order timing modification and surveillance test, or provide an alternative long-term plan. Also stated in the request was that the modification and surveillance should be implemented during the next refueling outage.

Your staff, in a letter to the WOG, dated November 10, 1994, approved the following documents:

(1) WCAP-13864, Rev.

1,

" Rod Control System Evaluation Program," (2)

Westinghouse Technical Bulletin NSD-TB-94-05-RO, " Rod Control CRDM Timing Change," and (3) "WOG Recommended Rod Cont?.o1 System Surveillance Test."

Your staff found that the WOG's response, as discussed in the above Westinghouse documents, was an acceptable long'-term resolution to Generic Letter 93-04.

We will implement the current order timing modification, as described in Westinghouse Technical Bulletin NSD-TB-94-05-RO, during the next refueling outage for each unit. The WOG's Recommended Rod l

Control System Surveillance Test (submitted by the WOG to the NRC, July 12, 1994) will be used to develop a post modification i

acceptance test to be performed upon initial installation and a I

surveillance test to be performed during each refueling outage. The i

Unit i refueling outage is scheduled for the third quarter of 1995.
