ATfACilMENT A EVAL.UATION OF FFD DATA 1/1/91-6/31/91 Positive Trsdmuus o

Epilow-up: There was a single individual in this category due to a previous positive alcohol test result reported in the last semi-annual report Tne individual was subject to the Vermont Yankee (VY) follow-up testing program in accordance with our FFD Policy. VY has an aggressive follow-up testing program following reinstatement of anyone testing positive for alcohol or drugs.

During a follow-up test, approximately four months after the initial positive, the individual tested positive again and was subsequently terminated. The subject requested and received an appeal hearing on the second test. The Appeals Committee determined the VY FFD program was properly implemented and the disciplinary action was sustained by plant management.

o Contractor Pre-badgips There were two incidents of positive test results in this category: one for marijuana and one for cocaine. These two cases represent a p e-badging testing rate of 1.2%

For Causg: An individual was tested for cause following observation which indicated an apparent odor of alcohol. The individual was immediately tested, with no level of alcohol detected following the observation.

Rate When reviewing the data from the first half of 1990, also a nonmutage period, it is recognized that the positive test results are slightly lower this year (0.8% in 1990 vs 0.6% this period). Given limited data points supporting this low rate of positive tests, it is difficult to draw dennitive conclusions beyond realizing a decreasing trend over the three periods.

Attachment A Page 2 Program Assessment /Enhan_ccmg_nis During this reporting period, the annual Quality Assurance audit of the VY FFD Program was performed. This effort utilized technical specialists from other New England licensees FFD Program in

- assessing implementation and the effectiveness of our program. The audit identified a number of enhancements which are currently being pursued for implementation.

As a result of a concern identified in the NRC FFD inspection, c<mducted in late 1990, we have taken the necessary measures to further secure the collection site facility at the plant.

Additionally, recognizing the benefit of training and peer discussion unique to Medical Review Officers, we sponsored our MRO's 1.itendance at such a conference earlier this year. IIis capabilities in this important role were further enh:uieed by attending this seminar with his colleagues.
