Dear Mr. Martin:
This refers to Inspection 50-247/83-04 conducted by Mr. N. Blumberg between January 31, and February 4, 1983 of activities authorized by NRC License No. DPR-26 at Indian Point Station.
Your March 15, 1983 letter stated that it appeared that one of our activities was not conducted in full compliance with NRC requirements, as set forth in the Notice of.
Violation enclosed therewith as Appendix A.
Provided herewith as Attachment A is our response to Appendix A of Inspection Report 50-247/83-04.

50-247/83-04 ATTACHMENT A RESPONSE TO NOTICE OP VIOLATION APPENDIX A VIGLATION 10 CFR 50, Appendix D, Criterion VI, requires that measures he established to control the issuance of procedures, drawings and their changes for all activities affecting quality; and to assure that the procedures, drawings and their changes are distributed to and used at the locations where the precerited activity is being performed.
The licensee's OA program conmits to the requirements of ANSI N18.7-1976.
ANSI N18.7-1976, paragraph 5 2.15, requires that measures be established to ensure procedures, drawings, and their changes are controlled, updated, and distributed to personnel performing prescribed activities.
Further, licensee procedures OAD-7, paragraph 4, requires that procedures located at the Conventional Nuclear Plant Operators' (NPO) Office be officially naintained.
Contrary to the above, on February 4, 1983, measures had not been established to properly control and distributed drawings and drawing changes that affect quality to locations where the drawings were in use; and measures for officially maintaining procedures at the Conventional NPO Office were not properly irplemented, in that:
uncontrolled plant system drawings were being maintained and were in use at the Primary Auxiliary Building (PAB)
Nuclear Plant Opetrators' Office and Turbine Building Conventional NPO Office; an uncontrolled book of single line electrical drawings of plant components was being maintained and was in use in the Control Room, and drawings in this book were not "up-to-date.
three controlled procedures maintained at the Conventional NPO Office were not the latest revision, and three controlled procedures that had been cancelled were still being maintained in controlled procedure books at the Conventional NPO Office.
This is a Severity Level V violation (Supplement I).
T a, s e e RECPONSF Uncontolled plant system drawings were removed from Nuclear plant Operator (NPO) offices located at the Primary Auxiliary Building (PAB) and the Turbine Duilding and replaced by a set of drawings stamped "Do Not Use For Operations." These particularly identified prints shall be used for training and information purposes only.
Operations Administrative Directive, OAD-20 entitled " Operations - Special Drawing Control" is being expanded to include instructions on the restricted use of these drawings assigned to NPO office locations.
This'OAD s'ould be implemented by !!ay 31, 1983.
The uncontrolled book of single line electrical diagrams of. p! :nt components was removed f rom the Central Control Room.
The three controlled out-of-date procedures found in the Cot.entional NPO office were replaced by the latest copics and the three ~.ntrolled procedures that were cancelled were also removed from the binders.
The individual responsible for maintaining these three control procedures sets was reinstructed in the proper performance of his duties.
