RADIATION PROTECTION MANAGER EXPERIENCE LEVEL
Reference:
ULNRC-498 dated September 4, 1981 In the referenced letter, we confirmed that the Callaway Plant Radiation Protection Manager (RPM) would participate in two refueling outages at other plants prior to fuel load at Callaway as a means to broaden his experience base and qualifications.
We herewith request that this commitment be modified so that the RPM is required to participate in one refueling outage.
Our basis for this change request is as follows:
1.
Two extended absences of the RPM would create an unreas-onable burden on the Health Physics group in completing the overall program development.
2.
The RPM has successfully completed Part 1 of the American Board of licalth Physics certification examination, thus demonstrating suitable qualificatio.is for his management position.
3.
Satisfactory progress in development of the Callaway Plant Health Physics Program as evidenced by NRC Region III inspection reports 50-483/81-18, 50-483/82-08 and 50-483/83-10.
In the absence of the RPM, responsibilities of this position are assumed by either the Supervisor, Health Physics Technical Support or the Supervisor, Health Physics Operations.
As indicated in Section 13.1.3.2 of the Callaway Plant FSAR Site Addendum, personnel in these positions have operating plant health physics experience and we do not believe that participa-tion in an operating plant refueling (as suggested in ULNRC-498) g is necessary for the backup RPM.

- Our proposed change was discussed with members of your staff (Mr. Sy Block, et al) via telephone on August 15.
If you find the change acceptable, FSAR Site Addendum Questions 331.lC and 331.4C will be revised to suit.
If additional discussion is necessary to resolve this situation, we would be pleased to meet with your staff.
