I have just received a copy of your August 16, 1983 letter to Vermont Yankee regarding your complete mitigation of the proposed civil penalty for violation of containment integrity. I believe this is an outstanding example of the use of appropriate judgment and discretion.

Conversations with Mr. Warren Murphy last week indicated Vermont Yankee's great pleasure at your decision also.

We will be in Baltimore again the week of September 26-30 and, if you are available, would like to meet with you to discuss in more depth your ideas on preventive enforcement and what LRS might be able to do to support what I feel is an excellent concept.
