DPR-42 50-306 DPR-60 License Amendment Request Dated January 9,1995 Incorporation of F* and L* Steam Generator Tube Repair Criteria Attached is a request for a change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant.
j This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.
l This amendment request proposes a change to Technical Specification (TS) 4.~12,
" Steam Generator Tube Surveillance", to incorporate revised acceptance criteria for steam generator tubes with degradation in the tubesheet roll i
j expansion region. These criteria for steam generator tube acceptance were developed by Westinghouse Electric Corporation and are known as F* ("F-Star")
and L* (J -Star). These criteria will be utilized to avoid unnecessary plugging and sleeving of steam generator tubes.
Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, the supporting safety evaluations and significant hazards determinations.
Exhibit B contains current Prairie Island Technical Specification pages marked up to show the proposed chan5es. Exhibit C contains the revised Technical Specification pages.
Exhibits D and E contain proprietary and non-proprietary versions of Westinghouse Report WCAP 14225, entitled "F* and L* Tube Plugging Criteria for Tubes With Degradation in the Tubesheet Roll Expansion Region of the Prairie Island Units 1 and 2 Steam Generators".
Exhibit F contains the Westinghouse authorization letter, CAW-94-764, accompanying affidavit, Proprietary Information Notice, and Copyright Notice.
