Dear Mr. Eisenhut:

River Bend Station-Units 1 & 2 Docket Nos. 50-458/50-459 Gulf States Utilities Company (GSU) has reviewed Generic Letter 83-28, " Required Actions Based on Generic Implications of Salem KlVS Events" and requests an extension of time for submittal of a response to the NRC letter. GSU considers ~ the time extension justified due to our licensing schedule (i.e., fuel load'in April 1985) and in order to utilitize the BWR Owners' Groups (BWROG) efforts in addressing issues which are generic to the BWR (reference September 2, 1983 letter, BWROG 83-29, from T. J. Dente, Chairman, BWROG to D. G. Eisenhut, NRC).

In addition to monitorin.-the BWROG program activities, GSU is utilizing the following approaC in addressing the issues contained in Generic Letter 83-28:

1. Post-Trip Review Existing Post-Trip Review programs and procedures are being reviewed along with the data information system capability for any changes required by Generic Letter 83-28. -The report to be furnished to the NRC will include a description and justification

-of the adequacy of equipment for diagnosing an unscheduled reactor shutdown.

2.~ Equipment Classification and Vendor Interface A Configuration Management Program under development will include programs to address _the issues raised in Generic Letter 83-28 concerning equipment classification and vendor interface. configuration (design) documentation and a formal approach for

efforts will be evaluated for applicable inclusion in the overall Configuration Management Program.

3. Post-Maintenance Testing Technical Specifications, Surveillance Test Procedures and Maintenance Procedures are currently being written for River Bend Station-Unit 1. Consideration of issues expressed in Generic Letter 83-28 will be included in the development of these documents.
4. Reactor Trip System Reliability Improvements GSU is monitoring BWROG efforts regarding functional testing of the reactor trip system.

The requested Information Reports pertaining to items 1.1, 1.2, 2.1, 2.2 and 4.5 of Generic Letter 83-28 will be provided by August 3, 1984. Items 4.1-4.4 are not applicable to River Bend Station.

Confirmation statements for items 3.1 and 3.2 will be submitted prior to fuel loading in April, 1985. GSU will work closely with our NRC Project Manager on any required changes to this proposed schedule. If changes of dates do occur, GSU will provide a revised schedule.
