Dear Mr. Starostecki:

This letter provides a response to your letter of May 27, 1983 which forwarded the report of the Systematic Assessment of Licensee Performance (SALP) for the Shoreham Nuclear Power Station covering the period of February 1, 1982 through January 31, 1983.

LILCO believes that the SALP process is mutually beneficial and we appreciate the frank and construc-tive exchange of information which was provided at the June 2nd meeting held to discuss your assessment.

Since January, 1983, Senior LILCO Management has taken additional actions to address the activities indicated in your report as needing improvement and we will continue to take steps to improve our readiness for operation in the coming months.

I wish to summarize several of the specific areas where new initiatives have been taken or are in progress.

On April 1st, a realignment of organizational respon-sibilities was initiated to more effectively address the con-cluding efforts required to prepare the station for operation and to support Power Ascension activities.

All site related activities (Construction, Startup and Plant Operations) have been consolidated under a single authority.

The Startup and Construction Organizations under Mr. E.

J. Youngling and Mr.

W. Hunt, respectively, new report to the Plant Manager, Mr.

J. Rivello.

In addition, Mr. W. O. Uhl, President, and myself have already established offices at the Site to keep in closer communications with Site personnel.

The details of actions being taken on specific functional areas presented in the SALP report are being addressed on site with the NRC Resident Inspector.

The functional area of housekeeping has been given considerable attention during the past six (6) months such that the " construction cleanliness level" is now satisfactory.

However, LILCO management realizes that additional attention must be provided prior to Fuel Load in order to reach an " operational cleanliness level".

I believe that the phasedown of construction forces, the establishment of area controls by the Plant Operating Organization and the realignment of Construction under the Plant Manager will facilitate the application of permanent cleanliness controls and assure a cleanliness level appropriate for operations prior to Fuel Load.

As I indicated during the June 2nd meeting, I am requesting that the NRC provide us with an additional overall assessment of our performance prior to Fuel Load.

This additional review, which I envision to be similar in concept to the SALP process, will provide LILCO with valuable feedback as to the effectiveness of the management initiatives outlined in this letter; and it will also provide additional assurance to the NRC that the plant and its operating and support organizations are ready for operation.

I fully realize that this effort is not a regulatory requirement and that it may require substantial NRC resources; but I also firmly believe that the effort will be mutually beneficial and will serve to enhance Shoreham's safety and reliability.

I would appreciate your confirmation that the NRC will undertake this additional assessment.

Rest assured we will cooperate fully with your staff to minimize the additional time required on their part.

The Construction Organization has the responsibility for the completion of the remaining construction efforts through commercial operation.

The Plant Operating Organization has been realigned under an Operations Manager who also reports to Mr. Rivello.

The Operations Manager position has been assumed by Mr. W.

E. Steiger and reporting to him are a Chief Operating Engineer, Chief Technical Engineer and Chief Maintenance Engineer which results in all plant operating sections reporting under an operations, technical, or maintenance functional area.

Museler has been appointed Director - Office of Nuclear to assist me in the coordination of my office's activities with particular emphasis on the transition of the engineering and licensing functions into their permanent plant support configurations.

It is my belief that this realignment will result in an effectively managed nuclear organization for the operations phase and is responsive to your comments relative to our organizational structure contained in the Overall Summary Section of your report.

In February of this year, Mr. J.

Smith, Special Projects Manager, was assigned naponsibility to oversee all NRC regulatory matters including licensing and enforcement.

To assist Mr. Smith in this effort, seven (7) personnel have been assigned full time in the review and preparation for closecut of I&E items.

In addition to Mr. Smith's involvement in this effort, Mr. Youngling and Mr. Steiger have provided additional management direction to their organizations in responding to NRC findings.

I believe that the nature of our responses to I&E issues and the attention to detail during the past (2) months are indicative of the improvements which have been made and will continue in this area.

To ensure through Senior Management review that programs for operations currently being established are finalized and that they are carefully implemented, I have directed the Nuclear Review Board to increase its audit activities in the readiness for operation area and to report their results to me.

In addition, I am requesting the Quality Assurance organizations to include in their present audit and surveillance programs specific activities which have been identified by I&E as potential weaknesses or which require particular management attention to assure that problems are aggressively identified and corrected.

Finally, LILCO's Board of Directors has approved the relocation of all Office of Nuclear personnel to the Site.
