TVA letter to NRC dated March 27,1992, "Sequoyah Nuclear Plant (SON) - Request for License Amendment to Technical Specification (TS) - Spent-Fuel Pool Storage Capacity increase" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change adds a permissive to Surveillance Requirement 4.9.7.1 to allow the crane interlocks and physical stops to be defeated during the implementation of an approved spent-fuel pool storage capacity increase modification.

The proposed TS change is identified in Enclosure 1. The justification for the l proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

The original request (see the above reference) described the implementation of the spent-fuel pool storage capacity increase modification in detail, but did not I explicitly address the need to actually bypass the crane interlocks and remove the physice! stops. This need was implied since the crane would have to be f positioned above the spent-fuel pool to remove and replace the racks. TVA is wellinto this modification at the present time and requests an exigent change I

based on 10 CFR 50.91(a)(6).
