SUBJECT:
Arkansas Nuclear One -Units 1 and 2 Docket Nos. 50-313 and 50-368 License No DPR-51 and NPF-6 Inspection Report 50-313/93-12; 50-368/93-12 Commitment Revision Gentlemen:
i On December 21,1994, Mr. Blaine Murray of the Nuclear Regulatory Commission (NRC)
RegionIV staff was informed of Arkansas Nuclear One's (ANO) position regarding s'
.. commitment change affecting Supervisory Fitness-For-Duty Training (GET-5). This letter documents the basis for our change and current controls for the reporting of confirmed " positive" -
supervisors.
The subject inspection report contained a Notice of Violation (9312-01) concerning the failure to provide a 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
repon per 10CFR26.73(a)(2)(ii) for a confirmed positive drug test of a supervisor. To correct the violation, ANO implemented corrective measures which included the.
development of a checklist which contains enhanced criteria for determining the reponing of -
1 supervisory drug use, and as a conservative measure committed to report any individual, under the supervisory drug use reporting criteria, who had attended GET-5.
- j Due to the number ofindividuals, both Entergy and contractor, who are required to attend GET-5, it is becoming increasingly difficult to ensure that these employees attend training within the-required time frames. In order to correct this, beginning on November 21,1994, all individuals '
being inprx*=M began receiving GET-5. All other badged personnel, regardless ofjob function, j
that are not currently GET-5 qualified will receive this training the next time they attend
-j requalification training.

'. U. S. NRC :
A January 4,1995 Page 2 Sincesthe' commitment to report con 6rmed positive individuals'as " supervisors" Tthey attended
- GET-5 is no longer appropriate, ANO will report confirmed positive individuals (both Entergy and contractor) per 10CFR26.73(a)(2)(ii) if the individual at the time of the confirmed positive:
Has the title of Supervisor or above, this includes Foreman, General Foreman, Superi'd=daat, e
' Manager, etc., or, e ' - Is coordinating and directing the work of others, i.e. Group Lead, Reactor Buildirng Supervisor during outages, Acting Supervisor, Temporary Foreman, Contract Project.
Manager, etc.
We believe that due to the enkmW sensitivity achieved and the positive controls in-place, the determination process for reporting supervisory drug use per 10CFR26.73(a)(2)(ii) is effective.
Should you have quest ons or comments plem call me at 501-858-4601.
