(a) W.D. Shafer letter to Cordell Reed dated January 2,1991 transmitting Inspection Report 50-254/90022 and 50 265/90021 (b) T.J. Kovach letter to A.B. Davis dated February 1,1991 transmitting response to IR 50 254/90022 and 50-265/90021 A Notice of Violatic 1(NOV) was issued as a result of a routine safety inspection of Quad Cities (Reference (a)). The NOV cited five examples of f ailure to perform surveillances as required by Technical Specifications. Reference (b) provided our response to the NOV.

In that response, Quad Cities cited a corrective action incorporating the Technical Specification eurveillance matrix currently maintained by Regulatory Assurance into the GSRV program by July 1,1991. This program enhancement would have allowed Technical Specification, procedure and surveillance cross referencing to be pedormed on a computer instead of manually. However, due to sof: ware limitations cf the GSRV vogram, multiple Technical Specification and procedure references cannot De entered nto the GSRV database. This does not reduce the capability of using the GSRV program for its intended function which is to schedule surveillances. The GSRV database was verified by all Quad Cities departments to ensure completeness and accuracy.

Quad Cities continues to evaluate software product applications for the creation of a Technical Specification, procedure and surveillance matrix database. The database will be available for use with the upgraded Technical Specifications which are scheduled for completion in 1992.
