Gentlemen:
On february 7. 1989, Rosemount, Inc, notified TV Electric pursuant to 10CTR21 of potential f ailures in certain lots of Model 1153 and 1154 transmitters due to loss of fill oil.
On March 20. 1909. TV Electric orally notified the NRC of the potential deficiency. The last report on this issue was logged 1XX 89666, dated November 13. 1989.
SALRtLl!!tliCAll2!11 Letter TXX 89666 concluded that this issue did not meet the criteria for reportability pursuant to 10CFR50.55(e) or 10CFR21 for Unit 1.
This conclusion was based on an evaluation of the function of each of the 78 subject transmitters identified in Unit 1.
However, Unit 2 has utilized Rosemount transmitters much more extensively Therefore. TU Electric has determined that this deficiency is reportable for Unit 2 in that it represents a significant deviation from performance specifications which will require extensive evaluation to establish the adequacy of the components to meet the criteria and bases stated in the FSAR and could, if left uncorrected, affect adversely the safety of plant operations, p

All Model 1153 Series B and D tranJmitters manuf actured before s'uly 11, 1989 will be returned to Rotemount.
Some of the Model 1103 transmitters were returned for credit against a current purchase order for new Hodel 1154 transmitters.
The rest will have new sensor modules installed by Rosemount and be returned to CPSES.
The letter "A" will be added to the serial number for each of the refurbished transmitters.
1here are no Model 1154 transmitters in Unit 2 which were manufactured before July 11, 1989.
As reported in IXX 89666, the CPSES Nuclear Operations Defective items List has been updated to prohibit the purchase of Rosemount Hodel 1153 and 1154 transmitters manufactured before July 11, 1989 for new or replacement applications without a spectiic Engineering review for the concerns of this issue.
The refurbished transmitters will be installed prior to Unit 2 fuel load.
The NRC issued Bulletin 90 01 concerning this issue on March 9, 1990.

response to the bulletin for Unit 2 will be submitted to the tiRC prior to bolt 2 fuel load.
